Quarterly maintenance window

This is our regular scheduled maintenance window, if required. Non-essential maintenance that requires downtime can be scheduled in this slot.

During this window, we upgraded the databases, activated new kernels on some servers, and migrated the extra data columns of FixMyStreet to use a more standard storage format.
